The phrase This is not a Guest House pays homage to the famous saying, This is not a Hotel. Commonly used by family members to make someone understand (usually the teenagers) that when you live in a house, you are part of the household. Whether you like it or not, my mother would add. Implies that it would be better to participate in family life rather than hang around all day and appear only to eat and sleep, as if the house were, in fact, a hotel.
Writing it on a signboard in front of the house can only mean that, for whatever reason, someone is making the problem public; especially, since the sign is written in two languages.
Could it be a cry for help written by a desperate woman? Towards the husband? Towards the teenage daughter? Towards the neighbours?
It's important to note that the signboard also displays signs of rust and neglect. Could it be that some small tragedy has already taken place in the house? Uh-oh, better call the police.
