What Came First?

Found in the splendid garden of a house in Auroville, located in the luxury homes area called Auromodele, we stumbled upon these curious steps.
Immediately we asked ourselves; what came first, the handrail or the steps?
It is most likely that the work was done by two construction companies run by two different architects. Who, as we know, have their own way of doing things and hardly ever come to terms.
Moreover, it would seem that the exact point on which to place the line-up was of such importance for the two garden designers that neither wanted to revise their position.
What came before, what after, and why was the work stopped remains a mystery to be solved.
